My vote would be leave the pins on. They are easily clipped by the end user with a pair of wire cutters or toenail clippers.

Some buildings have flat roofs though. It also looks like the crenellated pieces are designed to lay on top of a floor tile to make a parapet.

Reminds me of playing the old Palladium Mutants games: TMNT, After the Bomb, Road Hogs, Mutants down under. Ah the good old days, we didn't use minis, but boy if these were around.
