The painted versus unpainted battle will never end, but it is probably correct to say DF would not exist without offering painted terrain. Makes sense that smaller sets are popular with unpainted. As AS points out the biggest driving force is price, and as the sets get larger then there is a bigger ratio of painted sets sold to unpainted.
