Could be different types of orcs, depending on the game world. Even in the same game world.

My idea is that the Orcs built the scaffold as a makeshift siege tower / improved siege ladder overnight, and then carried or wheeled it into position at dawn.

If you prefer the narrative that it was leftover repair work from the last Orc attack, I encourage that interpretation as well. ☺️
OK that works too :) and whilst further arguments could be made about using ladders etc, the scaffold is too cool to knock, and looks great in that diorama. Understand how it would get a lot of use, surprisingly flexible terrain.

And lets be fair Orcs are not famed for their intellect ;)
