I also got unpainted and my KS Imperial Streets had 12 and 2, as were the 4 sets I ordered from webstore after the KS. Since the Imperial Streets are no longer listed in the shop, I don't know if the listing had the 10/4 of the KS or not.
Unless I specifically state that my information is directly from Valoria, my comments are just my own opinions.

My (painted) imperial streets set was labeled with 12 straight and 2 sewer grate streets, but had hand-written corrections to show 10 straight and 4 sewer grate streets. Most of the hand-written numbers were rubbed off, though.

The interior boxes contained the correct labels on all boxes, and I received 10 straight and 4 sewer grate streets, as expected.

Yes, they were marked with the amounts listed on the outside. Some of the items were spread around in different boxes, but I figured that was due to the irregular shape some of them have.

We're all your inner boxes separately label for unpainted because I don't recall having a full imperial streets label I just remember having lots of inner boxes that contained parts of my imperial streets

Interesting.

Sounds more like different batches to me. Why would painted and unpainted be different.

Yes mine was KS but so was I'm MCBE's so maybe it's a difference between painted and unpainted

Mine was ordered during the Kickstarter and unpainted. Since I ordered it then, I didn't pay any attention to the configuration of the add-on during the August pre-order.
