One of the nice things you can do now is optimize your tudor/stone ratio a bit. If you like more tudor, go for three villages, which have more tudor per pack, or go with Hamlet to get a 50/50 split. If you really want all stone or all tudor, the starters are your friends though you get no stretch goals.

3x Village will be about 66% tudor while 5x Hamlet will be 50% tudor.

Overall I would recommend the Village and Hamlet over Starters as you get some nice pieces in the stretch goals.
A pretty decent Docent of Valoria

I believe this is correct:

1 x Hamlet (2 buildings) + 1 x Village (3 buildings) = 1 x Capital City (5 buildings).
2 x Capital City (5 buildings) = 1 x Empire (10 buildings)

So... it should follow that 2 x Hamlet + 2 x Village should = 1 x Empire.

The only difference should be the grab bag minis.

Both Hamlets and Villages are available in the U.S. store.

If I recall, a Village was three buildings, a Capital was five, and an Empire was ten.

So basically three Villages, with a starter set or some "add ons" from web store would get you in the ball park.
