It makes it easier for those who want multiples of the minis. For example, I'd like to get a bunch of those spitting lizard men from KS6, but I think to do it now I'd have to buy several adventure packs. It's fine to include miniatures in the pictures of the encounters and just put a caption that says the picture includes miniatures from mini-pack A or whatever.
